Can you please advise what you mean by "Tailwind used to work with CarPlay"? We have never done a CarPlay integration because Apple didn't allow it. If you could please describe in more detail I would really like to know what exactly you're referring to please :)

I installed CarPlay 4 months ago and I could say "siri, open garage door" and it would fire my "open garage door" siri shortcut.

That would be another limitation from Apple then. The Siri Shortcuts do work as intended, but it sounds like Apple has maybe changed some things when they're implemented through CarPlay. When you mentioned CarPlay I thought you meant that somehow your garage door was actually showing on the screen in the car!

If you can run the Siri Shortcut from your phone to open the door without unlocking your iPhone, but you have to unlock it when it's connected to CarPlay, that very much sounds like it is in Apple's court.

Actually, you're right. These behaviors are in Apple's court! You guys must have a blast keeping up with their random alterations.
